Path: Observability API

`GET /v1/organizations/{orgId}/projects/{projectId}/obs/alert-rules/{ruleId}/history`

Kept 30 days. fingerprint, to, from and until filter (from <= at < until). limit is 1-100 (default 25). 404 while alerting isn't offered (the console hides Alerting then).

## Authentication

Requires one of the following:

- `apiKey`, http, header `Authorization`
- `oauth`, http, header `Authorization`
- `sessionCookie`, apiKey, in cookie

## Path parameters
