Where a quota's scope keys (and regions) stand, when its usage is null.

## Fields

- `UsageSummary.maxLimit` (integer | null, required) — …its limit.
  - min 0
- `UsageSummary.maxRegion` (one of, required) — …its region.
  - one of: `null`, [Region](/quotas-api/schemas/Region/)
- `UsageSummary.maxScopeKey` (one of, required) — …its scope key.
  - one of: `null`, [Uuid](/quotas-api/schemas/Uuid/)
- `UsageSummary.maxUsed` (integer | null, required) — The row using the largest share of its limit: its usage.
  - min 0
- `UsageSummary.scopeKeys` (integer, required) — Rows (scope key and region) with known usage.
  - min 0
- `UsageSummary.scopeKeysNear` (integer, required) — Rows at 80% of their limit (the value; a rate quota's capacity) or more.
  - min 0
- `UsageSummary.state` (unknown, required) — unavailable: some usage couldn't be read; the counts are of what could be.
  - one of `"available"`, `"unavailable"`
