Change a project's observability setting
Turns Workflows in Observability on or off for the project. Turning it on, or changing the environment while it's on, also needs obs.traces.ingest and obs.metrics.ingest on the project (403 access_denied otherwise): the telemetry is ingested into the project's Observability and billed as normal obs ingest. Turning it off needs only workflows.settings.update. An omitted environment keeps the stored one (production when none). The engine reads the setting on every batch and every dispatch, so a change takes effect within seconds; while it's on, push requests carry a W3C traceparent header and pulled invocations a traceparent field.
