Browse a queue's messages without consuming them

In the order they were sent. Claims nothing, changes nothing and returns no receipt handles: for dead-letter queues and debugging. A page ends at limit messages or 4 MiB of them, whichever comes first (follow nextCursor). At most 10 requests per second per queue (429); 503 with Retry-After when the server is busy.
