Send 1-10 messages

One request commits all its messages, or none: any invalid message refuses the whole request with an issue per field (messages..). On a FIFO queue a message whose dedupId was sent in the last 5 minutes isn't stored again: it answers the original messageId with duplicate: true. 429 storage_limit_exceeded when the project's stored bytes are at their limit (2 GiB by default). Not recorded in Trails unless refused.
