ezgh workflows settings observability get

Show the project’s Workflows in Observability setting: whether its workflow runs are sent to the project’s EZGH Observability as traces and metrics, the environment they go to (which selects the dataset), and when it was last saved. A project that never saved it is off, with the environment production.
