Create a dashboard

Saves version 1. 400 invalid_request at spec.: the spec doesn't match contracts/schemas/obs-dashboard-spec.v1.json, is over 256 KiB, has more than 50 panels, 4 queries in a panel or 10 variables, or repeats a panel id, variable name or query ref. 409 quota_exceeded: obs.dashboards.perProject. 409 organization_deletion_pending.
