Ask an address to confirm again

Sends one of an email contact point's addresses a new confirmation email, whether it's pending or unsubscribed. It's the only way an unsubscribed address is asked again: saving a contact point never re-asks one. At most once a week per address: 429 with Retry-After when a confirmation went to the address in the last 7 days. 409 already_confirmed when the address is confirmed for the project; 404 when the contact point doesn't list it. 404 while alerting isn't offered (the console hides Alerting then).
