List a project's notifications, newest first

One row per notification with its delivery attempts nested (newest first, at most 20; attemptsTotal when it has more). status is the notification's: due (queued, or retrying), sent, failed, dropped or silenced. Kept 30 days once finished. limit is 1-100 (default 25). A content read: unrecorded. 404 while alerting isn't offered (the console hides Alerting then).
