Rename, retag or configure a dataset

Every field is optional; only the ones given change. environment can't change. 409 retention_change_unavailable: changing a class isn't offered yet. 409 signal_retention_unavailable: retention (a class per signal) isn't offered yet. 409 dataset_deleting. 412 precondition_failed: If-Match doesn't name the current ETag. 422 cold_path_unavailable. 400 invalid_request at retention.: an unknown class, a signal this deployment doesn't serve, or a retention.logs that conflicts with retentionClass. A class change applies to new data from the moment it's saved; stored data keeps its class.
