Replace a dataset's traces sampling policy

Replaces the whole policy; the version goes up by one. If-Match is optional. 400 invalid_request lists every problem at its dotted path (rules.2.keep.percent). 409 dataset_deleting. 412 precondition_failed: If-Match doesn't name the current ETag. 404 while sampling isn't offered yet. The Trails event records the enabled flag, the rule names and the version, not the conditions.
