Delete a dataset and its data

Asynchronous: answers 202 with the dataset, status deleting. Its data is purged in the background; GET answers it as deleting until then, and 404 after. Logs for its environment are refused while it's deleting; after that, new logs create the environment's dataset again. 409 dataset_deleting. 412 precondition_failed.
